Department of Marine and Coastal Resources (DMCR) is a competent government agency in Thailand. The DMCR has been established under Ministry of Natural Resources and Environment since 2002. The mandates of the DMCR are to conserve, rehabilitate and protect marine and coastal resources, aiming to achieve the sustainability of the resources. The DMCR is Thailand’s national focal point for ASEAN Working Group o Coastal and Marine Environment and lead country in endangered coastal and marine species conservation and in coastal and marine pollution mitigation, including nutrients, marine debris, and eutrophication.

For last 20 years of collaboration among the International Ocean Institute (IOI) and many related institutes in Thailand, through the annual Training Programme on Regional Ocean Governance and relevant subjects in the Southeast Asian Seas and Indian Ocean, in which the DMCR has taken part since 2016. During the first week of January 2022, the IOI and the DMCR signed a Memorandum of Understanding on the Establishment of a Training Centre in Thailand and Collaboration on Ocean Governance in the Southeast Asia Seas and the Indian Ocean. The activities on academic exchange and training programs on ocean governance under the MoU will promote the sustainability of marine resources and environment based on good governance, integrated policy-making and coastal community-based participatory approaches.
